Name: Get related sub block key

Description: Get related sub block key of a given block key on "DC Advanced Lenear Referencing System (ALRS) Route."

Usage: The "getSubBlockKeyFromBlockKey" operation returns related sub block key for a given block key for DC Roadways. It accepts Bloock Key.

blockKey : Block Key. cannot be blank.
